Abstract
The reaffirmation of national sovereignty by certain authoritarian regimes or in the United States is accompanied by state disintegration, particularly in the Arab world. The international scene is, more than ever, on the move. It has, of course, always been so, but today it is more difficult to decrypt things because the principles of organisation (such as the one that prevailed with bipolarity during the Cold War) have weakened. However, some trends are undeniable. While globalisation, economic and financial, is continuing, the reaffirmation of state sovereignty is sometimes brutal. This sovereignty is particularly defended by authoritarian or semi-authoritarian regimes (China, Russia, Turkey, etc.) which, by an almost natural slope, tend to assert their military power very strongly.
