Abstract

[ES] On a global level road accidents lead to a large number of deaths and injuries as well as large economic losses due to different factors such as human, vehicle and infrastructure. Conventional roads are highly vulnerable because of the road safety characteristics they have along their journey and even more so if there is interaction with other users who also circulate or are part of the road infrastructure, such as pedestrians and cyclists. Therefore, this study carried out in the province of Valencia aimed to assess the road safety based on the methodology provided by the International Road Assessment Programme (IRAP) of a section of the conventional road CV-310 between the municipalities of Bétera and Serra. That section crosses different urban areas and is regarded as a cycling route. In order to achieve the objective, it is necessary to know operational and technical data on the road. Therefore, first, the analysis of the geometric design was carried out in order to obtain the characteristics of the floor, flat and cross-section of the track. It was also considered important to achieve the objective of this project, to have carried out an analysis of vehicle traffic on the road section, bearing in mind that the higher volume of user traffic will be the risk of accidents. Similarly, the consistency analysis was carried out in order to obtain more detail the road safety of the section of study and to verify shortcomings in its route. Once the operational and technical data referred to in the previous paragraph had been obtained, the model of the IRAP programme, based on a video recorded field inspection of the road infrastructure, was also used as a support tool for Google Earth’s Street View integrated into life software — IRAP, thus characterising and codifying the road elements that could be involved in an accident to determine a certain level of road safety towards vehicle occupants, motorcyclists, cyclists and pedestrians. As a result of this coding, the VIDA software IRAP obtained the star classification of the sections identified on the track (1 to 5 stars, with 1 star meaning of less safe road; and 5 stars meaning of safer road), this is how a tool was available to identify possible sections with risks of accidents and deficiencies in road safety quality, as well as to estimate a number of deaths and serious injuries on the study section. Subsequently, when all the results of each procedure mentioned above were interpreted, the road safety diagnosis was carried out in order to understand the problem and thus generate an investment plan for safer roads, which consists of proposing countermeasures in order to reduce the number of accidents or reduce the severity of injuries as a result of that accident.
