Abstract
At present there is no global policy to regulate the parameters to be considered for the implementation of noise action plans, but only a series of minimum requirements that these must contain are detailed, being the administrations or companies carrying them out, the ones choosing what criteria to follow in each case, without the existence of a common argumentation, at least nationally. This article derives from the inherent need of a standardization of the guidelines to follow and has as its main objective, to establish the basis for the creation of action plans, determining those basic aspects to be considered for the study of the current state of the environmental noise in a given area, as well as the choice of different measures of prevention or correction that can be carried out. The methodology has been developed from the study of many documents related to noise pollution, as well as the different action plans against noise analyzed. A software aid for the use of the designed method has been implemented.
