[ES] The present work is based on the analysis of the Municipal Council for Local Development and Modernisation of the municipality of Benifaió in the years 2004-2010, since its creation and disappearance in 2011. The creation and implementation of an important project, which introduced new citizen-oriented services, from the two areas of the Municipal Council, Local Development, Local Development Agency (ADL), as a driver of the municipality, generating employment and training, and modernising the organisation of the municipality, applying e-administration, the implementation of the information and communication society, TICs. Generally speaking, it is the projects and grants that were developed during that phase, an introduction which mainly addresses the subject of the work. It is intended to provide a historical overview of the project being implemented, as well as its structure and organisation. The chapter on Local Development and the chapter on e-administration lists and explains the services offered by the two parts of the Municipal Council for Local Development and Modernisation of the Municipality of Benifaió, both those that were established and those which were still under development. Another key aspect of this work is the involvement of the current legal rule governing most aspects related to the implementation of the services offered in this area, since these are usually programmes subsidised by other administrations, be they Community, State or European, and therefore their fulfilment of the essential requirement to access them. It reflects on mainstreaming in the management of the organisation and emphasises the importance of incorporating citizen participation as an additional element of administrative organisation in our municipalities. In the improvement proposals, a proposal necessary for the improvement of the overall quality not only of the department if not of the whole municipal council organisation is proposed. Applying ISO IWA 4, in order to secure trustworthy governments dedicated to citizens, I would like to make a final observation on the enormous importance of introducing a new model of organisation in our municipal authorities, where the priority is for their citizens, by means of new management with the help of incorporating information technologies and public participation. The application of the IWA 4 model, proposed in this work, would lead us to the objective of achieving trustworthy governments in our municipalities, applying the parameters described therein, we would obtain the necessary tools for our purpose since, as William Thomson, Kelvin’s First Bon said, it is not possible to measure it.
