Analysis of the reuse of treated waste water in the Júcar River Basin District and proposal to integrate the available information into a database

Abstract

Within the ambit of the Júcar River Basin the wastewater reuse is contemplated from different points of view and with various objectives, depending on the different unities and competent areas of the subject. Afterwards, it is talked about waters that may have a concession or reuse authorization (referring to the use and administrative management of the hydraulic public domain), waters with a reserve character (hydrologic planning) and others that are contemplated from an environmental fulfilment goals and their points of view, involving or not a discharge into the hydraulic public domain as they have the rights and the required quality parameters to use them. The main point of this report is to make a compilation, create an analysis and update the available information regarding the reuse of wastewater in the Júcar River Basin, considering the different concepts and points of view. To accomplish the objective the records will be analysed and the reuse rights and discharge authorization information will be reviewed and completed. The compilation of information will create a database about the regeneration installation and the reuse projects that are being carried out actually, ascertaining the fulfilment degree of the current normative (Royal Decree 1620/2007) The available information will be integrated in a computer application (Acces Data Base) that will allow to relate and keep updated the different details about the wastewater reuse, making analysis and working as a tool for the common use between the different departments of the Júcar River Basin Authority. It will manage information from various origins: ALBERCA ( River Basin Water Register), Quality Water Area (Jucar River Basin Authority) and EPSAR (public waste water treatment organization of the Valencian Community) Finally, based on the information compiled and disposed in the database, a diagnostic will be made about the actual situation of wastewater reuse in the Jucar River Basin.
