Abstract

The political events in the Democratic Republic of Congo (DRC) have gradually experienced a significant shift during the period May 2013 to April 2014. The DRC experienced important changes passing from insecurity and armed conflicts to a new rhythm dominated by the electoral deadlines from 2016. These changes occurred either directly through the establishment of the National Independent Electoral Commission’s organs (CENI) or indirectly through the notice of national consultations. In both cases, discussions focused on the attempts of constitutional revision and its impacts on the elections of 2016. Although the analysis of this shift can lead to a fairly positive assessment of the international commitment, felt in early 2013, for the restoration of peace in the DRC, there still remain many unresolved issues in terms of peace and security in this country: the fate of some parts of the Mouvement du 23 mars (M23) after its military defeat, the agenda related to the dismantling of armed groups that continue to operate in almost all the provinces of the DRC, and particularly in North and South Kivu, etc. Moreover, issues related to justice - identified by the Congolese political authorities - need to be analysed for this period. This is the case for example of the presidential mercy for civilians, the mixed specialised chambers, the law implementing the International Criminal Court Statute and the amnesty law.
