Full Time Medium Education: a commitment to quality of education? Sea Full-time high school: A bet on teaching quality?

Abstract

This article proposes to discuss the main legislation on Middle Education in 21st century Brazil, with priority being given to laws and public policies focusing on Integrated Education and (m) Integral Time with a view to increasing educational quality. The Medium Innovative Education Programme established by Ordinance No 971 of 2009, in the context of the implementation of the actions relating to the Plan education Development, encouraged the establishment of Middle Innovative Education by the State Secretariat for Education of the State of Rio de Janeiro, which was the subject of a study. The search is qualitative. Supported by the desk review, it includes the guiding documents of the Middle Innovative Education and Medium Innovative Education Programme and its legal norms. The theoretical benchmarks used were Amaral and Oliveira, Cavaliere, Cury, Dourado and Oliveira, Coelho and Hora, among other authors who contributed to the understanding of the quality of Middle Education and Education. With this reference, empirical research was carried out in a public school in the metropolitan region of the State of Rio de Janeiro among school managers. As found in research, there are qualitative gains in key factors such as school management, teaching and learning conditions and improved physical structure and pedagogical resources. Challenges were also highlighted in the implementation of this policy in the state of Rio de Janeiro, such as the financial crisis that hit the state in 2016, leading to a discontinuity of the original project.
