Abstract
A, based on a legislative, academic and judicial analysis, this Article seeks to establish the scope or scope of Law 1480/2011, the current Consumer Statute, in relation to the provision of health services. To this end, it will examine the compatibility it expects with the special scheme of the social security system for health, taking as a point of reference the premiss imposed by the same Staff Regulations, which points to the subsidiarity of its application in view of the prevalence of the existing special scheme. The implications, directly or indirectly, of the Staff Regulations on the subject will be examined in the light of different rules affecting the health sector from different levels of complexity, covering the analysis of ordinary provisions and rules of constitutional status.
