Abstract
This work provides an assessment of the socio-economic impact of public projects under the National Human Development Initiative (NHDI) set up in the Biranzarane Tikiouine district in Agadir. The evaluation shall be carried out on the basis of a grid comprising the study of five effects of the projects: perception, relevance, effectiveness, impact and sustainability. It is based mainly on the results of a questionnaire survey of female beneficiaries of the Initiative resident in the neighbourhood (quantitative method). However, the analysis of interviews with active associations and formal or informal local stakeholders (qualitative method) complements the first approach. We have shown that projects generally provide a step forward for local socio-economic development, even though they suffer from a lack of resources to ensure their continuity in good quality. The effect of the NHRI on the collective mobilisation approach in the neighbourhood, through the encouragement of voluntary action and community-based work, is also experiencing difficulties and reluctance on the part of former informal leaders and formal leaders.
