Abstract
The intensification of urbanisation at the last stage of modernity has led to numerous problems relating to the quality and human living conditions in cities. In the context of undeveloped countries these problems are more significant than those developed, creating considerable challenges for the socio-environmental management of urban areas. The problem of water quality and water resource management appears to be one of the most serious in contemporary society, notably in countries such as Brazil, where the vast majority of urban rivers are highly degraded. The link between hazards, risks and socio-environmental vulnerability, when focused on the interaction between water resources and urban society, becomes very important and is central to this text. In this context, the issue of water scarcity in the Brazilian urban environment is addressed and the issue is explored.
