Abstract
El This work aims to highlight different levels of social risk coverage, showing their evolutions and problems. The welfare state and social security are analysed as traditional mechanisms for coverage by analysing their shortcomings from a comparative point of view. To these two levels is added the social protection floor which the ILO seeks to establish in order to strengthen the two levels mentioned above. The latter is criticised on the basis of its non-regulatory nature and disconnection from the other two levels.
