The change of repressive paradigma in public security: critical criminal reflections on the proposal of the 1th Brazilian National Conference on Public Security

http://dx.doi.org/10.5007/2177-7055.2013v34n67p335Neste article is the punitive paradigm of public security in Brazil and its transformation into the mark proposed by the 1th National Conference on Public Security, held by the Ministry of Justice in the Federal Government of Luiz Inácio Lula da Silva, from January 2008 to August 2009, which took part in various times and titles, either as part of the ‘expert committee’ invited by the Ministry of Justice to advise the group responsible for the construction of the Conference project, or in the holding of the Free Conference of Mont Serrat in Florianópolis. The theoretical milestone centrally guiding the analysis is Critical Criminology and the central argument developed is that to overcome the repressive paradigm in public security it is necessary, ideologically and symbolic, to overcome and redefine the fundamental concepts and common sense that underpin it: crime (identified with street and poverty crime), violence (identified with this crime) and public security (identified with certainty against this crime).
