Citizens and soldiers in the debate on the Law on Voluntary Military Service in democratic Argentina





This article concerns the concepts of citizen and soldier presented in the parliamentary debate on the Law on Voluntary Military Service. Comprises: (1) projects which contributed to the development of a broad parliamentary consensus; (2) recognition of citizens’ claims against compulsory military service; (3) comparisons between the 1901 and 1994 draft laws on military service; (4) the influence of the experience of state terrorism in the latest dictatorship on the protection of the human rights of the soldier; (5) and the definition of citizens who may be voluntary soldiers and those excluded from conscription in exceptional circumstances.
