Abstract
The article is dedicated to replenishing a form of military reflection which over the last two decades of the 19th century proposed a flexible link between the army and the male population, rejecting the project of a compulsory service. It reinstates the main lines of argument and identifies the critical moments that led to a shift in concerns, the formulation of other diagnostics and the emergence of new concerns.
