Abstract

This trial sought to highlight the framework for facing the Italian public school in front of the advance of COVID-19 in European countries. Italy was characterised as one of the countries most affected by COVID-19 and schools were closed with little guidance from the Ministry of Education, with teachers initially taking the initiative to complete the school curriculum. Subsequently, there was government intervention proposing Didatica a Distanza (DAD) as a form of Distance Education (EAD), however, it proved to be a classic method with limited access for children with disabilities. As a reaction from society, there was the emergence of the ‘First to School’ movement that defended face-to-face school while the trade union movement emphasised the problem of school safety. In March 2021 the school was already in a new phase of closure when it took over the new government of Mario Draghi, which, despite receiving money from the European Recovery Fund, was unable to show progress in the previous framework. COVID-19 has highlighted in Italy the problems of massactered public school for 20 years of neoliberal and corporal reforms that have yielded indiscriminate cuts in its budget. It follows that it is difficult to deal with the structural issues of the school in a differentiated manner by the Draghi government.
