Abstract

The Federal War was the war that involved the inhabitants of the Venezuelan territory between 1859 and 1863. This historic event is a decisive factor in the political configuration of the Venezuelan State, even today. What impact this widespread social confrontation had on the conduct of public investigations? This work analyses the presentation of the reports submitted by the secretaries of government to the National Congress or its equivalent between 1858 and 1863. The review makes it possible to identify the effects of war on public prosecution. Depending on the political orientation of the government, the mandated secretary will express his/her vision on public instruction. The information available to the Secretaries highlights the public management of elementary education, national schools and universities in the circumstances of civil war. Serious difficulties in the functioning of educational establishments can be deduced from reading the source indicated. At the end of the war, it is proposed to strengthen public prosecution as a means of guaranteeing peace.
