Migration of Ukrainian workers in Poland during the COVID-19 pandemic

Abstract

Around 1 million migrants are currently in Poland, mainly Ukrainian workers. Restrictions on crossing the borders of the Republic of Poland during the COVID-19 pandemic and the prospect of economic recession have become factors that motivate workers from Ukraine to leave the Polish labour market. Restrictions on trade and services in many Polish companies have forced staff reductions in fear of bankruptcy. Entrepreneurs who made their workers redundant without waiting for government support in the form of an ‘anti-crisis shield’ tended to place people with the lowest length of service, with no employment contracts and from national minorities, at the most. The economic and political impact of such decisions will affect the entire labour market in the long term. An analysis of the migration of Ukrainian workers in Poland after the COVID-19 outbreak will assess the scale of this migration and try to answer the question: Do Polish entrepreneurs act in a spirit of public interest, but are prejudices vis-à-vis the foreign workforce? The study aims to analyse the response of public services and institutions to migration caused by the spread of the SARS-CoV-2 virus. The data show that they did not manage to issue new residence cards, work permits. There were complications related to crossing the border. All this demonstrates the weak preparedness of border authorities for such large-scale migration. In addition, there has been an increase in the number of dismissals of Ukrainian citizens during the pandemic. Expressions of racism in society have also been noted. As a result, migration has increased.
