Exports and competitiveness of the lumber and paper industries in the state of Paraná

Abstract

The article aligns the beautiful and competitiveness of exports in the State of Paraná of the Lumber and Paper Industries between 1990-2002, as well as the factors determining the export performance and their interaction with the Lumber and Paper Industries international trade. The concentration index Hirschman-Hefindahl (HHI) is used to Verify the evolution of the export markets concentration as well as the Constant Market Share (CMS) model that separates the sources of exports into four components: world trade increase, constitution of the export schedule, destination of exports and competitiveness. The behaviour and exports implied of both sectors are analogue from 1990 to 2002, subdivided in three sections: 1990-1993, 1994-1998 and 1999-2002. By means of the separation of the development sources through CMS model, it is verified that the development of the world trade and competitiveness are responsible for the increase of the Lumber industry exports in two sub-areas: 1994-1998 and 1999-2002, being also responsible for the exports increases of the Paper industry only in the first subperiod. In the second subperiod, competitiveness was not possible to comply with an increase of the Paper industry, what shows a Fragility of policies for the opening of new markets and dissemination of products of the State of Paraná in foreign markets. The article analyses the behaviour and competitiveness of the Paraguayan exports of the most representative timber and paper products of the State of Paraná in the period 1990-2002, as well as the factors determining the performance of Paraguay exports and their interaction with the international trade in timber and paper complex. The Hirschman-Hefindahl Concentration Index (HHI) is used to monitor the evolution of export market concentration and the Constant Market Share (CMS) model which breaks down the sources of export growth into four components: growth in world trade, composition of the export tariff, destination of exports and competitiveness. The behaviour and trend of exports of the timber and paper sector at global, Brazilian and Parhanaian level in the period 1990-2002 is analysed, broken down into three analysis periods (1990-93, 1994-98 and 1999-02). Through the decomposition of sources of growth by the CMS model, growth in world trade and competitiveness is the main contributor to the growth of exports in the timber sector in the two sub-periods (1994/98 to 1999/02), and also act as a factor in the growth of exports of the paper complex, only in the first sub-period. In the second sub-period, competitiveness was not sufficient to achieve growth in the paper sector, which shows the weakness of policies to open up to new markets and to disseminate the Perhanaian product abroad.
