Profile of violence against children and adolescents according to reports by the Tutelar Council of a municipality of Lower Fluminense

Abstract

The study investigated the profile of the types of violence found in the reports of the Tutelar Council of a municipality of Baixada Fluminense. For the collection, forms for the 2017s and 2018s were taken into account, with the child or adolescent being the victim of the report. The data have been grouped considering: victims’ data such as age, gender and ethnicity; the aggressor’s relationship with the victims; type of violence; place of occurrence and origin of reports. For the classification of forms of violence: Neglect, physical violence, psychological violence and sexual violence. 112 factsheets were found with 174 cases of violence. Of all cases, the majority (32.7 %) related to negligence; followed by physical violence (29.8 %); psychological violence (22.4 %); and sexual violence (9.7 %). The 6-9 year band has been identified as the most victimised; the house as the main place of occurrence; the mother as the main perpetrator in cases of neglect, physical violence and psychological violence; stepfather as the largest perpetrator and the most victimised female in cases of sexual violence; and whistleblowing as the largest form of offering complaints. It was possible to discuss a conceptual difficulty in reporting negligence; similarities between physical and psychological violence and their corrective use; and gênero violence in cases of sexual violence. It was concluded by highlighting the importance of social surveillance and epidemiological mapping to assist in the development of strategies aligned with the promotion of the full protection of children and adolescents.
