Abstract
Today’s world is an unfinished area of deconstruction and reconstruction. The technological revolution, and in particular the so-called ICT, information and communication technologies, have helped to break national borders, through virtual networks connecting different territories, often very distant from each other. These networks transcend barriers previously imposed by the sovereignty of States and have created a different spatial and temporary nature that tends to strengthen local levels, as nodes receiving and generating the flows circulating on the networks. Today we need to understand these transformations in order to properly promote territorial development and manage relations between the local, national and global levels. However, an analysis of some of the main national and local policy instruments in Colombia shows that much remains to be done in this reflection. This article aims to contribute to it by presenting the views of some authors and a first approximation of these instruments.
