Abstract
Water represents an unavoidable resource, a global challenge and a risky situation for the majority of countries. The socio-economic activities depend on it when it is controlled, it could be synonymous with sustainability and progress. In Morocco, water is characterized by spatial rainfall heterogeneity, temporal irregularity and high vulnerability both to climate change and to the adverse effects of human activities (sampling and release of pollutants) The issue of water should be made a national regard where public authorities, socio-economic actors and citizens collectively assume their responsibilities. The success of such a policy requires the promotion of a new water culture at the national level, a culture that recognizes the intrinsic and extrinsic values of this wealth, including in terms of its contribution to GDP, which protects it from waste and pollution and makes it a vector for sustainable development.
