Productive green in the MPAs towards 2020

Abstract

Thinking about how productive green production in the Porto Metropolitan Area will be structured, in a time cut that is closed by the 2020 horizon, implies not only a diagnosis of what it is, but also, and above all, the ability to understand the main changes under way, seeking to distinguish between those that are, or appear to be, purely short-term from those which, once installed, have sufficient capacity to be decisive in the short and medium term. It is then necessary to set out accordingly the main objectives to be achieved on the basis of the aims of agreed public policies, i.e. the broad spectrum values to be achieved, in this case the sustainability of production systems, environmental and landscape adequacy, plus value creation. The constraints are also met, not least because the agroforestry complex is perhaps the one which, in the field of value-creation production systems, is most affected by decisions which are beyond our sovereignty, whether it be central or local government, let alone because the policies of incentives and prices are essentially determined by the CAP. This is followed by a synthesis characterisation using a set of indicators, which, once aggregated into different variables, allow greater heuristic power. It is closed with a sketch and typification of the territorial model expected in the short term and of the main production systems associated with it. To this end, four macro territories have been defined, namely: I – ‘Prohibition’ territories; ii – ‘Renaturalisation’ territories; III – New areas of amenity and dominance of productive green; IV – Areas of dominance of intensive production chains.
