Abstract
Si), while Cuba differs in many respects from the rest of the world, is also urgent and it is necessary to discuss the issue of civil liability for crimes, because the country must respond to many aspects of this problem that inevitably has an impact on the Cuban people, despite the fact that it was caused by the commission of a criminal offence by a guilty person who determines criminal liability and that the offender is therefore subject to the consequences indicated by the legal order which is the penalty. In this regard, we propose that a mechanism be put in place to provide effective monitoring, enforcement and enforcement of the legal rules on ex-crime civil liability, in order to protect the resulting guarantee of rights for victims of crime, who have caused harm to them.
