Abstract
The text analyses the political history of Norcia in the fifteenth century, in its relations with the papal government. Starting from the institutional, social, territorial framework and the struggles of factions within the city, the essay then focuses on the methods of intervention by the central authority in the management and political control of the Umbrian mountain area under Nursina domination and influence, through the selection of eminent citizen groups and the continuous negotiation with the local community, in particular through the mediation of those eminent groups.
