Post-scriptum on regional development: Real models and mental models

Abstract

Fifty years of public policies to promote territorial development in Latin America have produced a wealth of experience for academic analysis, but few practical results can be measured in terms of reducing demographic and economic hyperconcentration in the territory, reducing territorial disparities in people’s living standards, and reducing Latin American institutional centralism, which is also expressed through organisations located in the few ‘sources of modernity’ in the territory. This work, prepared by an inclaudicable creative in the democratisation potential of territorial development, is not exhausted by the mere counting of failures. Based on the use of a dual category of analysis, the concept of a real model on the one hand and the concept of a mental model on the other, the author takes stock of the situation shown by the real models of regional development in Latin America in terms of their basic components (regionalisation, decentralisation and regional development). Failure, ambiguity and scarcity seem to be the characteristics that have accompanied the processes in question. Of greater importance than the finding of results is, however, the explanatory attempt which the author bases on the concept of a mental model, described as the ‘rational prefiguration of the action’. The document states that there have been structural factors that have prevented the construction of the appropriate mental models to support successful territorial interventions.
