THE TELECOMMUNICATIONS NETWORK AND CORPORATE USE OF THE TERRITORY: THE CASE OF TELEPHONY AND OPTICAL FIBRES IN PARIS

Abstract

In this article we analyse the telephony and optical fibre network in the State of Paraná in order to present the asymmetry caused by the privatisation process which took place in 1998. In this case, the Telecommunications of Paraná S/A – Telepar has been distributed to the corporations and has since shown a low level of excellence laid down by law through the General Telecommunications Law. On the other hand, fibre is regulated by the State Companhia Paranaense de Energia Eléctrica – Copel, a company which is also responsible for operating in the electricity sector and has expanded widely in recent years in order to circulate and accumulate capital. From this point of view, we propose to analyse the spatial inequalities arising from the corporate use of the territory and not resolved by Brazilian legislation, based on the collection of secondary data on the website of Copel and Anatel and interview with Copel. We therefore see that there is negligence in the regularisation of telephony and the great interest in accumulating capital in order to benefit the undertaking, not the company.
