Abstract
Resumo deals with the control of scientific knowledge by publishers and\ or commercial ombudsmen. The economic links between the production, distribution and use of information in the knowledge production chain are analysed in order to understand the rationale behind that industry. The discussion concerns the peer review and vicious circle, involving explicit private ownership of public research resources, in which the State ‘pays at least three times’ to subsidise its scientific and technological progress, covering not only scientific production but also subsequent online access and retrieval, and finally possession of it in printed form by means of very high signatures. Finally, there is an empirical contribution on the Brazilian Physics area, suggesting that its main periodicals are commercial; the quotations from Brazilian production reflect the same quotation behaviour as the Institute for Scientific Information, with all its vieses. It discusses the peer-review and the Vicious circle, involving an explicit private approval of public resources for research, in which the State ‘pays at least three times’ to support its scientific and technological progress, not only funding the scientific production but also its subsequent recovery and online access, and ultimately, its power in print, through very explanatory subscriptions. Finally, it is an empirical contribution regarding the area of Physics in Brazil, suggesting that its main journals are commercial, the Brazilian production of citations that reflect the integrity of the base citation Institute for Scientific Information, with all its Biases.
