Abstract
This article deals with coordination problems in federal countries. Starting from the premise that the public problems of the 21st century are borderless issues because they do not respect the geographical, jurisdictional, functional and temporal boundaries which in many respects have guided the study and practice of public administration. The emergence of such problems has a significant impact on policies, because one of the consequences of their cross-cutting nature is the increased interdependence between public administrations at different levels. On this basis, it can be anticipated that coordination will be a critical issue for the functioning of federal systems. However, a kind of coordination will be required that can only come from a comprehensive approach inherent in a state or country vision.
