Cyberspace and citizens: a look through the Spanish municipalities

Abstract

Cyberspace is a suitable framework for encouraging citizen participation in public management. Appropriate design and content with easily accessible tools for web-based communication interactivity facilitates users’ understanding, and that users take an active part in the political and administrative development of a given geographical area. In this context, the municipal administration, which is considered to be the closest to the citizen in Spain, has on the internet an optimal and economical means to facilitate the presentation of opinions, whether suggestions, complaints or opinions that seek to correct any errors made by public managers. There is no doubt that e-administration provides a large number of services to the citizen without facing the obstacle of physical distance. We also recognise the interactivity involved, but it is only about filling in spaces that are pre-set by the municipality, so there is still a clearly defined transmitter and receiver. Simple tools that can be applied to encourage the active participation of citizens on the municipal website are those generated to provide audiovisual, graphic and textual content, which refer to aspects relating to the relevant municipality, enrich the content of the website and, by extension, enhance political involvement and citizen communication.
