En This article, the author analyses the implementation of the decentralisation process since the adoption of the Constitution in 1991 and until 2002, by means of a brief analysis of both the regulatory activity of the government or Congress (one fifty number of rules) and the 22 judgments of the high court, devoted to decentralisation or the autonomy of local authorities. This reading makes it possible, directly or indirectly, to read the challenges posed by the territorialisation of public action, as well as the shocks of the referential points that are faced.
