Abstract

The last period of the Ottoman state has been fought by economic crisis, wars and domestic disturbances, as well as pandemic diseases. Trade routes coming through Iran and the Caucasus, visitors returning from the Holy Land, vessels arriving in port cities such as Antalya, Istanbul, Izmir and Trabzon have been instrumental in spreading diseases. Methods such as quarantine, closure of borders, hygiene measures have been used in prevention of outbreaks. Medical facilities and the overall economic landscape have prevented the fight from being healthy. The struggle, which was ongoing by different methods, was undergone various criticisms in the press and in the political plane. Measures taken led to disruptions in areas such as education, transport and trade, which led to criticism. In this study where the Ottoman archive documents are used as the main source, There have been attempts to describe the outbreaks of legitimacy and measures taken by local and central governments.
