Factors linked to the Effectiveness of a Public Service Concessionary: An Olhar For Perception of the Usuaries of a Brazilian Federal Roudovia

Abstract

This objective study identified elements of the effectiveness of the public concession in the assessment of road users BR 324/BA. The data were collected through questionnaires applied on the spot, with users of road users BR 324/BA, semi-structured interview applied to road concessionaire managers and desk analysis. The data were collected between August and December 2017. The analysis of the data in the interview part was done through the content analysis (Bardin, 2016). The questionnaires were processed by way of descriptive statistics. The results indicate that, of the sample used, there are a majority of users dissatisfied with the services provided by the concessionaire, especially with regard to the recovery aspects of the donation and the support structure, these being the most related factors to the concessionaire’s inefficiency as measured by the degree of satisfaction of users. Considering only dissatisfied users, they associate their dissatisfaction in particular with the factors of conservation, signalling, collection of claims and support structure on the road. On the other hand, even the satisfied ones also attribute the lowest scores to conservation factors, payment of welfare and support structure. The groups indicate satisfaction with the cleaning and the way they are approached at pedestrian squares. The inspection by the National Land Transport Agency (ANTT) essentially takes the form of the drafting of infringement proceedings and the terms of occurrence. In the case of Viabahia, it should be noted that, although it is not the largest of the concessions, it has a representative percentage within the claims made by ANTT.
