Abstract

ResumenThe purpose of this article is to show the experience of education policy reforms in Mexico from a policy research perspective, which provides useful evidence for other Latin and Ricanian cases. It shows why the dynamics of policy change and continuity are more conducive to coverage outcomes, while at the same time making visible the analytical potential of this perspective to improve the capacity for government intervention in the light of the resolution of outstanding issues on the policy agenda. It is concluded that the shift towards quality and equity is based on two types of reforms and thus on two types of agendas, one policy and policy. AbstractThe aim of this paper is to introduce the experience of education policies reforms in Mexico from a perspective of policy research, contributing usefully finalities for other Latin American cases. The dynamics of change and continuity of policies are shown to support coverage. Also, the advance of this understanding for the realisation of governments’ intervening capacity and the solution of unresolved problems in policy agendas is made clear.
