Abstract
O This work revives the theoretical con-tributions of one of the founding fathers of public international law, Hugo Gra. The aim of the work is to demonstrate that the reflections of the Dutch lawyer helped to understand justice as a legitimising foundation of law, as a common ethical sense of humanity and as an obligation of responsibility and solidarity across borders. By means of the hypothetical deductive search method and the literature search technique, it appears that the resumption of the work of the internationalist enhances the ideal of international justice, particularly in so far as human rights are slowly becoming a new common ethos of humanity.
