From the national education conference – 2010 to the national education plan (2011-2020)

Abstract

This article deals with the drafting of the new National Education Plan to run from 2011 to 2020. The draft of the new National Education Plan, as forwarded by the government to the legislature in December 2010, is the main primary source used. Two other documents are collated: the Final Document – National Education Conference 2010 and the National Research by Sample of Domains 2009 of the Brazilian Institute of Geography and Statistics, analysed by the Institute for Economic Research Applied in communications of the Institute for Applied Research No 66. The draft National Education Plan is summarised in its guidelines, targets and strategies. Specific considerations are made addressing a number of key aspects: childhood education; fundamental education; medium education; higher education; illiteracy; funding of education; training and upgrading of teaching staff. There are quantitative and qualitative issues. The final weightings revolve around the uncertainties about the intervention that the National Congress will make in the project submitted to it and which may move forward, backslide or stay as it stands.
