El origen de la vivienda social chilena se remonta a la última década del siglo XIX, período en el que se generaron, desde la filantropía y beneficencia católica, una serie de iniciativas que intentaron dar solución al problema de la habitación popular. El Estado dio un paso importante en esta materia al promulgar la Ley de Habitaciones Obreras en 1906, la que constituye la primera normativa que trata de abordar de forma integral dicha situación. La Ley de Habitaciones Baratas y la Ley de Arrendamientos de 1925 son una consecuencia de la aplicación de la legislación del año 1906 y de los procesos sociales y políticos que vivió el país en las primeras décadas del siglo XX. Se analizan aquellos aspectos territoriales que marcaron dichas iniciativas, teniendo presente para ello la localización en la ciudad de Santiago de los principales conjuntos residenciales que se edificaron en torno a esas acciones y el respectivo debate político y social que acompañó a dicho procesoChilean public housing begins in the last decade of the 19th century, when initiatives that tried to solve the problem of popular housing arose from philantrophy and catholic charity. The State gave an important step by promulgating the Workers Housing Law in 1906, which became the first law trying to approach that situation in an integral way. The Cheap Rooms Law and the Renting Law of 1925 are a consequence of the application of the 1906 legislation, as well as the social and political processes that Chile experienced during the first decades of the 20th Century. The territorial aspects that shaped those initiatives are analyzed, considering the localization of the main neighborhoods built around those actions in the city of Santiago, and the respective social and political debate accompanying this process.
