Verifica usability of government intelligence services through heurstic criteria. Disagrees with the historical perspective of accessibility laws and presents web accessibility concepts. It was noted that there was a need to revise Brazilian legislation on the subject and to study the accessibility guidelines, as the normative role of the government in this segment, exercised by the Ministry of Planning, Budget and Management, would only be achieved by promoting and establishing entrepreneurial resource management for this purpose.
