Abstract
O This work seeks to address the role of regulatory agencies in the Brazilian democratic system. Thus, in view of the undeniable involvement of these agencies in society, we wonder whether there is an attack on democracy, in view of the fact that, in the exercise of regulatory activity, they invariably replace the parliament, and what is the real function of the regulatory agencies in Brazil. It is also sought to examine whether or not the Brazilian State is a Regulatory State. In addition to theoretical issues, it brings the present, practical questions and seeks to be even more audacious by comparing possible ways of empowering society in seeking control of agencies, always embracing greater popular participation in order to democratise regulatory agencies. The method used was literature research, in addition to the collection of data on the activities of the Regulatory Agencies.
