Social exclusion mapping to target public policies against the various forms of violence in President Prudente/SP

Abstract

Introduction: The link between social exclusion and the generation of violence in its various forms is evidenced by the high level of unemployment, low educational attainment, poor health and safety conditions, etc. President Prudente’s Social Exclusion Map is a tool for measuring disparities and serious social and environmental problems, and also serves as evaluator and controller of public interventions, generating alternative proposals and actions to produce effective solutions. Objectives: (1) collecting information on the variables to be analysed indicating causes and contributions of the problems highlighted, (2) knowledge of inequalities in living conditions, stimulating qualified people’s participation and developing an awareness for analysis of discrepancies, social and environmental issues, (3) measuring public management, highlighting the importance of the eqüitative government, stimulating decentralisation and intersectionality, mobilising new social responsibilities and partnerships for meeting needs projects, 4) promoting social inclusion with increasing actions to uphold human rights and ensure autonomy, human development, quality of life and equity, paying particular attention to the differences in each region of the city, proposing collective actions and creating new social relationships by building benchmarks for citizenship standards. Methods: (1) in situ diagnosis and verification through the creation of digital imagery and implementation of Soviet-Economic Questionnaire, (2) Choice of variables and territorial dimensioning in relative and absolute numbers, establishment of a scale of positions (worse to best – 1 to + 1) and indices, definition of social exclusion/inclusion standard and measurement system, (3) development of thematic maps, with specific software, to link data, creating conditions for quali and quantitative analyses of social reality, (3) processing of information, linking regions considered excluded to the variable violence and its various forms (sexual, domestic, social, urban), 4) planning of specific strategic actions for targeting public policies against violence through family social assistance and psychopedagogical support. Results: Manuals of actions targeting social problems linked to the various forms of violence are produced, exemplifying the same and the solutions and alternatives to each case, as well as disseminating the results of the project intensively to the population through posters, leaflets, banners and programmes by radio and television broadcasters and in newspapers with greater regional circulation.
