Guiding principles and tasks of Bavarian regional development in changing times

Abstract

This contribution focuses on the guiding principles and objectives of Land development in Bavaria since the beginning of the 1990s and on the impact of the administrative reforms implemented since 1997 on the structures of regional and regional planning in Bavaria to date. In this context, the development of spatial planning in Bavaria is based on several periods of time which are marked over time: the political upheaval in Germany and Europe after 1990 and the consequent extensions of the regional plans (1994-2003), the introduction of the principle of sustainability (Agenda 21) and the strengthening of the regional level (2003-2006), the loss of importance of regional and regional planning through deregulation and staff reductions as a result of the ‘management 21’ reform (2004-2007) and the increase in the importance of regional initiatives (e.g. regional management), combined with an increasing fragmentation of strategic regional development (2013-2021). The question whether the Bavarian land savings offensive adopted in 2019 and the forthcoming update of the Bavarian Land Development Programme (2021-2022) could once again lead to a strengthening of the classic planning toolkit and whether Bavarian Land development can still meet the tasks and requirements that have been brought to its attention is finally dealt with. This article focuses, first, on the guiding principles and objectives of regional development in Bavaria since the beginning of the 1990s. Second, it examines the effects that the administrative reforms carried out since 1997 have had on the structures of federal-state and regional planning in Bavaria. The development of spatial planning in Bavaria is considered in several significant periods: the political upheaval in Germany and Europe after 1990 and the updating of spatial plans related to the opening up of borders (1994-2003); the introduction of the principle of sustainability (Agenda 21) and the strengthening of the regional level...
