Summary The present research analyses recycling as a potential business activity, with a view to becoming an inclusive business (NI) led by recyclers. The aim is to determine whether the actors involved in the NI strategy, under the assumption of the Shared Value Creation (CVC), meet the criteria of genuine inclusion. This will be considered from a business and social point of view, verifying that recycling activity is inclusive, fair and whether, like NI, it contributes to sustainable development (SD). The study has a mixed approach, with a sequential exploratory design and non-experimental nature. It was developed in the city of Cuenca (Ecuador), where seven well-established recyclers associations were analysed. 161 recyclers participated, who were surveyed. In addition, a review of the legal framework governing the activity was carried out and the parameters to be met in order to qualify as NI contributing to SD were analysed. The results highlight the average level of inclusion of recyclers in their activity. Recycling has potential as NI, however, there are no suitable conditions, policies and ordinances that facilitate their conceptualisation and consolidation, nor do they meet the parameters set to align with DS and provide CVC.

Resumen La presente investigación analiza al reciclaje como posible actividad empresarial, con vistas a convertirse en un negocio inclusivo (NI) protagonizado por los recicladores. El objetivo es determinar si los actores involucrados en la estrategia del NI, bajo el supuesto de la Creación de Valor Compartido (CVC), cumplen con los criterios que conlleva una verdadera inclusión. Esta será contemplada desde un punto de vista empresarial y social, verificando que la actividad del reciclaje sea inclusiva, justa y si, como NI, aporta al desarrollo sostenible (DS). El estudio tiene un enfoque mixto, con un diseño de tipo exploratorio secuencial y carácter no experimental. Se desarrolló en la ciudad de Cuenca (Ecuador), donde se analizaron siete asociaciones de recicladores consolidados. Participaron 161 recicladores, a quienes se les aplicó una encuesta. Además, se hizo una revisión del marco legal que regula la actividad y se analizaron los parámetros que debe cumplir para considerarse NI con contribución al DS. En los resultados destaca el nivel medio de inclusión de los recicladores respecto a su actividad. El reciclaje tiene potencial como NI, sin embargo, no existen las condiciones idóneas, las políticas y las ordenanzas que faciliten su conceptualización y consolidación, ni cumple con los parámetros establecidos para alinearse al DS y aportar a la CVC.

In mid-2016, the Movement of Excluded Workers of La Plata formed a team of Cartoneras Environmental Promoters, women from carton families from different neighbourhoods who began to be trained in waste management and labour rights from a gender perspective, based on their own experience in the informal recovery of urban solid waste (RSU). The environmental promotion carried out by cartonera workers communicates to the public the benefits of waste separation at source and recycling as sustainable and solidarity-based practices, and through work in the organisation and workshops generated since the Extension Project presented in the 2017 call for applications, has been strengthened as a space for empowerment for these workers, highlighting their social and environmental function. This project aims to continue to provide the Promoters with tools to enhance their work, bringing together training bodies for the team and helping to promote the recovery of MSW by promoting environmental promotion both within and outside the UNLP, through the ‘Blue Points’, separation and collection sites of MSW that are delivered directly to MTE cartoners. A mediados de 2016 el Movimiento de Trabajadores Excluidos de La Plata formó un equipo de Promotoras Ambientales Cartoneras, mujeres integrantes de familias cartoneras de distintos barrios que comenzaron a capacitarse en la gestión de residuos y en derechos laborales desde un enfoque de género, a partir de su propia experiencia en la recuperación informal de Residuos Sólidos Urbanos (RSU). La promoción ambiental realizada por trabajadoras cartoneras difunde hacia la población los beneficios de la separación de residuos en origen y el reciclaje como prácticas sustentables y solidarias, y a través del trabajo en la organización y en talleres generados desde el Proyecto de Extensión presentado en la Convocatoria 2017, se ha fortalecido como espacio de empoderamiento para estas trabajadoras, destacando su función social y ambiental. Este Proyecto pretende continuar aportando a las Promotoras herramientas que permitan potenciar su trabajo, sumando instancias de formación para el equipo y contribuyendo a fomentar la recuperación de RSU al favorecer la promoción ambiental tanto dentro como fuera de la UNLP, a través de los "Puntos Azules", lugares de separación y acopio de RSU que se entregan directamente a cartoneros del MTE. For many years, public waste management policies were taking action against those involved in informal recycling. In Peru, since the 2009 Recycler Law, public policies have been in favour of inclusive recycling, through the integration of recyclers. By mobilising the concepts of socio-institutional innovation and ownership of recyclable waste, the aim of this article is to support the fact that the methods of implementing the Law lead to the creation of innovative recyclable waste management models that make it possible to mitigate the conflict in access to this waste between formal recyclers, but at the same time this conflict is shifting from all recyclers to creating rivalry between formal and informal recyclers. It is stressed that, thanks to socio-institutional innovations, the new institutional interest in selective collection does not lead to the creation of a conflict of ownership between the public management service and the commercial logic of recycling, as it may have been.

Durante muchos años, las políticas públicas de manejo de los residuos desarrollaban acciones de represión hacia los actores del reciclaje informal. En Perú, desde la Ley del Reciclador del 2009, las políticas públicas se posicionan en favor de un reciclaje inclusivo, mediante la integración de los recicladores. Movilizando los conceptos de innovación socio-institucional y apropiación de
residuos reciclables, el objetivo de este artículo es sustentar que las modalidades de implementación de la Ley conducen a la creación de modelos de gestión de residuos reciclables innovadores que permiten mitigar el conflicto del acceso a estos residuos entre recicladores formales, pero al mismo tiempo, este conflicto se desplaza desde el conjunto de los recicladores hacia generar una rivalidad entre formales e informales. Se destaca que, gracias a las innovaciones socio-institucionales, el nuevo interés institucional para el recojo selectivo no conduce a la creación de un conflicto de apropiación entre el servicio público de gestión y la lógica mercantil de reciclaje, como pudo haber sido.
